The Bloomington Hospital Re-Use (BHRU) Infrastructure & Site Engineering project, located in Bloomington, Indiana, was a significant undertaking that involved the redevelopment of four city blocks immediately east of the former IU Health Legacy Hospital site. The project aims to transform the 24-acre site known as Hopewell into a multi-use facility, combining recreational, residential, commercial operations, and introducing new “greenspace” additions for the City of Bloomington.

The scope of work involved construction inspection services related to the demolition of existing buildings and related facilities that will create development-ready lots. Inspection and testing services were also provided for construction of new roadways, utilities, site improvements and bicycle/pedestrian facilities within the BHRU Phase 1 East project limits.

The services Metric provided were instrumental in the planning and execution of the demolition and infrastructure construction activities. These services included writing the Soil Management Plan (SMP), removing an Underground Storage Tank (UST), developing the Stormwater Pollution Prevention Plan (SWPPP), environmental testing and providing environmental over¬sight during the demolition and infrastructure construction phases.

One of the main challenges faced by the team was coordinating soil sampling ahead of construction demands. To overcome this challenge, staff proposed subsurface drilling ahead of the construction needs. This solution was successfully implemented, with all necessary sampling completed.

The redevelopment of four city blocks into a multi-use facility requires efficiency and creative problem solving. The environmental oversight that the Metric team provided on this project was a big win for the City of Bloomington.

The consulting services performed by Metric were completed on time, without any safety incidents, and within budget. Metric consulted with the client at the start of the project to identify objectives and successfully met these planned objectives as well as requirements at the Bloomington Hospital Re-Use Project.
