LEAP Innovation District, Eli Lilly LP1 Site HazMat Inspections

Industrial Hygiene + Occupational Safety

Metric performed hazardous materials surveys and sampling services for a proposed new manufacturing site in Indiana’s LEAP Lebanon Innovation and Research District. The project required hazardous materials assessments of 15 residential properties in preparation for demolition. The hazardous materials assessments, asbestos sampling, and lead-based paint (LBP) sampling confirmed the presence or absence of environmental, asbestos, and LBP issues prior to the demolition of the residential structures. The surveys and test results identified environmental concerns that needed to be addressed prior to demolition and allowed the client/demolition subcontractor to plan for the proper handling and waste disposal arrangements of asbestos and LBP materials in accordance with local, state, and federal regulations.

Additionally, Metric conducted an air monitoring survey at two locations near construction activities. The aim was to identify any nuisance dust and potential airborne chemical contaminants that could affect nearby residential areas. The investigation involved visual observation and air monitoring outside the work area.

On-site visual inspections were carried out, and conditions were recorded for each day of sampling. Air samples were collected using a calibrated battery- powered sampling pump, with samples taken for a period of 4 hours during each monitoring event. The samples were then analyzed by a partner laboratory and compared to the Occupational Health and Safety Administration (OSHA) Permissible Exposure Levels (PEL) and the National Institute for Occupational Safety and Health (NIOSH) Recommended Exposure Levels (REL).

Despite aggressive deadlines and scheduling conflicts, the Metric team implemented solutions to ensure project success, enabling the client to make informed decisions about demolition planning and property development. The project team’s efforts facilitated the safe and compliant demolition of the residential structures, paving the way for manufacturing expansion within the LEAP district.
