Sherman Minton Renewal Environmental Management

Water Resources

The Sherman Minton Renewal project is a significant bridge rehabilitation and corridor enhancement aimed at extending the life of the 61-year-old Sherman Minton Bridge. This double-decked bridge connects Louisville, Kentucky, and New Albany, Indiana, carrying six lanes of traffic (I-64 and US 150) over the Ohio River.

Metric was selected to serve as the on-site Environmental Compliance Manager (ECM) for the bi-state design-build project. As the ECM, Metric was tasked with the development and maintenance of the Environmental Compliance and Mitigation Plan (ECMP). The ECMP is a comprehensive document that outlines all environmental commitments and the required mitigation actions associated with the project. To ensure the project’s environmental impact is accurately tracked, Metric prepares quarterly updates to the ECMP, documenting all impacts and anticipated impacts to the project and identified environmental resources.

Metric’s role as the ECM extends beyond the development and maintenance of the ECMP. It also involves daily oversight and communication with the design-build contractor and subcontractors in the field, ensuring the fulfillment of all environmental commitments.

Metric is also the Stormwater Quality Manager (SWQM) for the environmental team. The staff has collaborated with the design-build team to develop all permitting, including stormwater, waste disposal, NEPA, and agency deliverables, to facilitate project construction and development. This was done in accordance with the regulations set forth by the Indiana Department of Transportation (INDOT), the Kentucky Transportation Cabinet (KYTC), the Indiana Department of Environmental Management (IDEM), and the Kentucky Energy & Environment Cabinet (KEEC). Local requirements from the town of New Albany, IN, and the City of Louisville, KY, were also taken into account.

A significant achievement of the team was the development of a vertical hydrodemolition containment, collection, and discharge plan.
